Steam at Fukushima July 18, 2013

A recent report in the BBC (h/t my brother, Tim) says that steam is now seen coming from one of the reactors at Fukushima.  A report from TEPCO says that there is nothing to worry about.

“We do not believe an emergency situation is breaking out although we are still investigating what caused this,” a spokesman told Agence-France Presse news agency.

My own understanding is that when steam appears a place is getting hotter.   TEPCO has a long history of withholding information.   Wouldn’t logic suggest that one should know the cause of the problem before declaring that there is no cause of concern?
